The Ministry of Energy Conversion and the Ministry of Water Conversion and the Energy Commission (EC) are launching the fifth phase of the Large Solar System (LSS) programme. And get this, 2,000 megawatts of massive solar power is being offered through some fierce competitive bidding.

According to information released by the ministry, the solar plants under this program are expected to be operational by 2026. The funding is divided into components in proportion to the size of the project consistent with ownership values.

For starters, there is Package 1 and Package 2, catering to roof/ground solar panels with different capabilities and ownership requirements Package 3 opens up opportunities for large projects, Package 4 is for floating solar panels major.

Interested parties are encouraged to apply for the Request for Proposal (RFP) form, which will be available for purchase on the EC’s website from April 1st through April 16th. It costs RM3,000 per card.

Now who can participate? Well, for package 1 you have to be a Malaysian company with 100% Bumiputera equity. Package 2 requires at least 51% bumiputera equity ownership. As with Packages 3 and 4, it is open to companies with at least 51% local equity or partnerships with a local company.

The EC is looking for experienced people in the electricity industry who have the technical and financial resources to pull off these projects. The deadline to submit RFP documents is July 25, so mark your calendars!

Package 1: Roof/ground solar panels with capacity ranging from 1 MW to 10 MW.
Eligibility: Reserved for companies with 100% bumiputera equity ownership, registered with the Ministry of Finance and recognized as Small and Medium Enterprises (SMEs) by SME Corp Malaysia.

Package 2: Roof/ground solar panels with capacities ranging from 10MW to less than 30MW.
Eligibility: Minimum 51% Bumiputera equity ownership and 100% local equity ownership required.

Package 3: Roof/ground solar panels with capacities ranging from 30 MW to 500 MW.
Eligibility: Open to companies with at least 51% local equity or partnerships with at least one local company incorporated in Malaysia and foreign companies with at least 51% local equity in partnership in the 19th century.

Package 4: Floating solar power plants with a capacity of 10 MW to 500 MW.
Eligibility: Open to companies with at least 51% local equity or associations with local equity (refer package 3 eligibility)
